        The purpose of this study was to determine the factors that influence risk and systematic review of the effectiveness of risk in promoting innovation and current assessment of risk in science and technology park. The population consisted of 105 experts from the park and the 68 experts were selected through random sampling. The method analytical, first national-local system of innovation has been examined and described, then, participation and its formation procedure has been examined, through the next step, key causes effecting participation are extracted. After that, according to key causes affecting participation and their effects on city innovation, conceptual research model in a systematic way is presented. During the next phase, the conceptual model is evaluated by quantitive and qualitive study in the Pardis Science and Technology. The results show a variety of causes affect citizens participation, likewise these causes by reinforcing involvement. Influence innovation characteristics in cities and pave the way in providing dynamic atmosphere and creative to develop innovation in cities.         Abstract Educative technology is a systematic method of planning, implementing and evaluating the whole teaching and learning process, which is modulated and implemented, based on some special goals in a knowledge-creation way to provide more instruction that is effective. Using this technology, technology transmission is done in a where other than its initial place. This research is developed to study determinant capabilities to make the background of transmitting the educative technology in the Islamic Azad Universities of Mazandaran. Research method is a surveying kind of descriptive research. The faculty of Mazandaran University is of 1700 members. The method of randomly sampling is graded and on the basis of Jersey and Morgan Table 313 persons were chosen to determine the sample. The accumulated data from questionnaire is done by verified tools. Admissibility of content is used to determine the extent of admissibility, and its constancy is examined by Keronbakh alpha coefficient and 0.819 is calculated. The research data is analyzed by both levels of descriptive statistical in order to determine the frequency and mean percentage, standard deviation- curvature and extension- minimum and maximum and diagram, and deductive statistical level in order to analyze multi-variance regression exam, factorization and internal analogy.         Enjoying an effective national innovation system, is one of the most important factors affecting rapid expansion of economy in developing countries. Offering an innovation in products, processing, marketing, resources of materials and other inputs, and industrial organizing is provided by an effective national innovation system.In this research, Innovation interactions between universities, industries and government as main actors of national innovation system of Iran are studied. Based on the thesis, The potential of universities to solve the problems of industries is very good but interaction between industries, universities and government is weak. This article focuses on innovation interactives between actors of national innovation system of Iran. According to innovation system theory, innovation and technology development are results of a complex set of relationships among actors in the system, which includes enterprises, universities and government research institutes. At the first stage of initiation, the authors have studied library resources, articles and Internet information network, based on OECD research class category. The second stage of initiation is a field research investigation through designed questionnaires and interviews with 100 persons of policymakers, officials, executives and various related national innovation system at Khorasan Razavi State and Mashhad in Iran.         The aim of the research is to identify knowledge factors effective in designing and absorbing technology in knowledge-based centers and manufacturing industries, and to survey the effect of knowledge management on each factor, and successful technology transfer. The research method is descriptive of correlation type. In this research, using a simple stochastic method ,151 active people in technology transfer were selected from among scientific and research groups and 277 were selected from among large manufacturing industries. The data for the research were collected through questionnaires. Confirmed construct and factorial analysis were used to determine the validity, and for reliability, Chronbach alpha was employed. In order to study the relationship between research variables and to study hypotheses, the modeling of structural equations has been used with the help of SPSS and AMOS software.Findings indicate that there is a , significant, and positive relationship between knowledge management and technology effectiveness transfer. The only difference is that, knowledge management impacts directly on technology effectiveness transfer only in knowledge-based centers. Likewise, knowledge management indirect impact on successful technology transfer only through knowledge capability whose impact is on knowledge-based centers (35%)and on manufacturing industries(77%) . However, due to inherent risks and specific characteristics, the continued growth and stability is one of the challenges for the success of these firms. This paper aims to identify factors in the growth and sustainability Knowledge based firms in Iran. In this context, a qualitative approach was used to explore and identify factors affecting the growth and stability of the Knowledge based firms. In terms of conducting research, structured interviews were used. Statistical Population is the firms that stay in science and technology parks and incubators skins. Statistical sample is 30 managers of successful firms in science and technology parks and incubators, which is an objective judgment sampling method was used.         Since organizarional aspects and specifications directly influence the productivity of academic technology transfer centers, this study investigates organizational factors influencing the productivity of academic technology transfer centers. The statistical population of this study includes professors at University of Tehran's Faculty of Engineering with a scientific and executive experience in technology transfer. This sudy applies forcastive assessment approach. In this regard, a number of experts were requested to discover the factors influencing productivity of academic technology transfer centers based on factors investigated in literature. Of all the questionnaires distributed, 126 questionnaires were collected. Data analysis was performed applying One-tailed Mean Test and Friedman Test using SPSS 22. The results show that technology transfer centers' organizational structure, number of employees, age and previous experience, reward systems, office space and available resources are all the factors influencing the productivity of academic technology transfer centers.         Knowledge-Based services and high-tech industries contributions in Gross Domestic Product (GDP) of countris are increasing, since these contributions are reaching about 40 percent in countries such as USA. Entrance of Knowledge and technology elements in production function means an enormous increase in returns and ignorance from the daily importance of technology in economic growth and development will lead to a gap between developed and poor countries, exponentially. The present research reviewed the related literature of the three fields of science development, technology development and economic growth and their relationships thoroughly, and found 14 cofactors that affect the three fields and their relationships. Using experts' suggestions (13 Iranian experts which resides in Iran and abroad), the cofactors were applied in system dynamics approach in Vensim software to test the relationship and dynamics of the three fields in Iran in four different scenarios and in a 10-year period. The results showed that the three fields are interact with eachother in a complex, interwined structure in Iran and political- economic convergence is the key factor in this relationship.         With regard to the competitive environment of the business over the past few decades, companies have been innovative to maintain their vitality and position in the business environment. However, since the innovation does not occur in isolation, companies are collaborating with each other to create innovation and technology. Meanwhile, the intensity of technological collaboration between large and small technology based firms is greater in term of their different characteristics, as well as their access to complementary resources. The technological collaboration between companies is a complex and challenging subject, which different factors influencing its formation and success. Therefore, identifying the factors (Driving and restraining forces) affecting technological collaboration and pay attention to them in the process of interaction between large and small technology based firms can help to succeed. for this purpose, using a systematic literature review and searching the "web of Knowledge" database, 1488 articles about technological collaboration were extracted which after evaluating them,57 of them were identified as valid and related articles. In the following, using meta-synthesis methods to analyze and coding the selected articles.         Linking the literature of resource-based view (RBV) with ambidexterity, the purpose of this study is to assess the effect of information technology, knowledge management and Marketing capabilities on innovation ambidexterity and its influence on the performance of new product development of small- and medium-sized enterprises (SMEs) active in the Iranian medical and pharmaceutical industry. To this end, this paper develops an integrative research model, which analyzes the network of relations using covariance-based structural equation modeling on a data set of 294 SMEs present at the 21st International Exhibition of Medical and Pharmaceutical Equipment in Tehran in June 2018. Accordingly, the questionnaires were assigned to senior and middle managers whose primary responsibilities were related to strategic innovation activities of the firms. Findings show that the complementary capabilities of information technology, knowledge management and marketing are positively associated with innovation ambidexterity.         The purpose of this study is to the effect of authentic leadership on the creativity of employees: with regard to the mediating of role knowledge sharing behavior and use of information technology .This research is in terms of the purpose of applied research and in terms of the nature and method of the descriptive research is a type of correlation. The population of this research N= 90 number of Employees of Isfahan insurance company Branch Staff.  With Tables set a sample volume the Morgan and Krejcie of n = 73 which were selected by Simple random sampling. To collect the data, researcher-made questionnaires were used based on standard questionnaires of experts. Reliability of questionnaires were confirmed by Cronbach's alpha test. Then these data were analyzed using spss24 software. In the first stage, which is a descriptive analysis, the aggregated data were presented as a table of descriptive statistics and frequency, and bar and circular charts. In the next step, in order to test the hypotheses, Pearson correlation test and structural equation model were used using Smart PLS2 software. The results confirm the direct relationship between authentic leadership and creativity (main hypothesis), as well as the role of mediation of the variable of knowledge sharing behavior in this relation (sub hypothesis 1) were confirmed, but, the moderating role of information technology (sub hypothesis 2) was not approved. Based on research findings, the Behavioral Pattern of Leadership as the root of all modern leadership styles, and the most comprehensive and applicable leadership theory, can solve many of the problems of organizations and positive outcomes, including creativity and The desire to share knowledge in the workplace And managers and authorities of organizations must strive to strengthen the characteristics of this behavioral pattern in order to benefit from it.   Manuscript profile

The implementation of IT control processes is affected by organizational control environment. This paper presents the results of an experimental study exploring the influence of organizational control environment components on the domains of IT control processes. One hundred and ninety eight relatively experienced external and internal auditors and accounting managers responded to the mail survey. Results reveal the association between control environment components and IT control processes.The result of study indicates the relationships of control environment components and IT control processes domains. It also endorses the importance of control environment in the implementation of IT control processes.         Introduction: Using information and communication technology in healthcare system helps with the improvement in services quality. Hence, using it could provide great advantages for this business. The advantages of this technology reaches its top when it is implemented and used successfully. One of the main stages in realization of this goal is the success in acceptance of technology by its users. Hence, identifying the effective factors in successful acceptance of information technology is a vital necessity and acceptance is one of its main factors. Accordingly, this research studies software acceptance along with unified theory of usability and use of technology (UTAUT2) in patients’ use of medical diagnosis laboratories electronic portal in 2015. Methodology: This research is an analytic-descriptive study which was carried out in a cross-sectional form in 2014. The target statistical society included the patients who used Shiraz laboratories portals, which included 170 individuals. For sampling, stratified proportional to size was used to determine the number of samples needed from each studied center and also, purposive sampling was used to select the patients using portals and filling up questionnaires in each center. Data collection tool was a 25-item questionnaire which was adopted from Venkatesh et al. (2012) and Usability Assessment questionnaire. Ultimately, the data derived from the questionnaires was analyzed using Structural Equation Modeling (SEM), with Partial Least Squares approach and SPSS ver. 20 and Smart-PLS ver.3 software. Findings: Results from this research in Shiraz medical diagnosis laboratories, showed a significant relation between variables added value (t-value=2.88), hedonic motivation (t-value=3.88), habit (t-value=2.22) and usability structure (t-value=5.61) with the structure of intention to use and structures of usability (t-value=3.97) and intention to use (t-value=1.91) with usage behavior. Conclusion: Considering the findings in this study, the following recommendations could be proposed in order for the higher use of portals by the patients: informing patients about the advantages of using these portals, designing portals in a simple and understandable form, and increase in portals’ attractiveness could have a positive and effective impact on laboratory information system success.         Ground: this research aims to study the relationship between information technology application with job motivation and job compatibility regarding adjusting role of empowerment and psychology. Methodology:  this research was conducted using sectional studies and correlation method in a statistical sample containing 732 employees on the executive machines of Kahnuj city. Sample size was determined using Coachran formula equal to 249 people.  And respondents were selected using classified sampling method proportional to class size. Gathering information was done by four questionnaires of information technology,  motivation,  job compatibility and job empowerment of which validity was approved in previous researches and reliability was obtained by Cronbache alpha method. To describe gathered data Spearman statistical test was used.  Gathered information was analyzed using SPSS software. Findings:  correlation coefficient between rate of information technology application with job motivation is equal to 429% with p-value (significance level)  of 0.000 and less than significance level of a=1% . As a result there is a significant relationship between information technology application with job motivation  and correlation coefficient between rate of information technology application with job compatibility is equal to 0.356 and with p-value (significance) of 0.000 and less than significance level of a=1%. As a result there is a significant relationship between rate of information technology application with job compatibility and psychological empowerment do not modify the relationship between information technology with job motivation and job adaptability. Conclusion:  findings show that there is a relationship between information technology application with job compatibility and job motivation according to adjusting role of psychological empowerment , it is suggested to hold training workshop in the field of information technology causing to increase employees' empowerment by which employees' job compatibility and motivation is increased.   Manuscript profile

         The purpose of this study is to identify and determine the effect of information and communication technology education model on staff empowerment of the Ministry of Education headquarters. The research method is quasi-experimental and pre-test and post-test with control group. The statistical population of the study is employees of the headquarters of the Ministry of Education in the academic year of 2016-2017. Using a random sampling method and Cocrhan formula, the sample size is determined to be 280 people who answered the information and communication technology and empowerment questionnaire. Thoes experts whose empowerment scores were lower than the average were determined, and 60 of them were randomly selected and divided into two equal groups of control and experiment each constituing of 30 people. The data gathering tool is theresearcher-made information and communication technology questionnaire and a pre-made empowerment questionnaire. Using the Cronbach's alpha, the validities of these toolswere estimated as 0.89 and 0.89, respectively.In the next step, the ICT training program isexecutedon the experimental group during eight sessions, and we did not give any trainings to the control group. Subsequently, both groups take the post-test. To analyze the data, covariance analysis and t-test are used. The results of the research shows that ICT training has an impact on empowerment of employees.In fact, ICT trainingwill increase the senses of significance, competency, the right to choose, the feelings of effectiveness and cooperation with others in jobs.In the follow up phase, to evaluate sustainability, the subjects take the same test one month after being trained.         The main objective of this study is to investigate the impact of Information and Communication Technology (ICT) on Human Development Index (HDI) in D-8 countries over the 1990-2015 period. In this regard, GDP, openness and gross capital formation are used as control variables, and model estimation has been done in the framework of panel cointegration technique. The results show that there is a long-run relationship between variables. Also, all variables have a positive and significant impact on human development index.         This research was carried out to consider the effects of the implementation of the smart training systems in the mobile learning way. The research method was semi-experimental. The statistical society of this study was all first boy students in third grade at smart high schools in Garmsar. The academic year was the first term of 96-97 academic year.                                                                                             The statistical sample was chosen from the high school third grade first students based on the Morgan table and regarding with the society volume. 102 students were chosen in the cluster random method. At first 2 regions were chosen from Garmsar training regions then 2 first high schools was chosen and finally 102 students were selected from the third grade students of these schools.                                                                                                These 102 students were divided randomly into 2 groups (each group had 51 students). The groups were experimental group and control group. Several lessons from English Book were chosen as the training material and before the training, 2 groups gave the pre-test. The control group as usual were trained based on the smart training systems ( smart board , the computer facilities and the technologies related to the electronic management and control) but the experimental group was trained using the smart training systems ( mobile devices such as Tablet and cell phone). After training, the post-test was performed.                                                                                                       The obtained data were analyzed using Spss version 18 software in description statistical level (the average and standard deviation) and deductive              statistical level (independent T statistical test).                                                              The research results showed that the marks of the English lesson for experimental  group ( who had been trained using the smart training systems in the mobile learning way) were higher than the marks of the English lesson for control group ( who had been trained using the smart training systems) ( t: 3/353 , sig: 0/001)                                                                                                                           So we can say that implementing the smart training systems in the mobile learning way have possible effects on the training.         This study was aimed to evaluate the effectiveness of information technology in monitoring and evaluating public service providers and institutions in order to extract managerial knowledge. This research is a descriptive survey. Data collection tool was a questionnaire including demographic information and questions about measuring variables. The statistical population of the present study consisted of employees of executive agencies located in Mazandaran province. The sample size was obtained using the Cochran formula, 346 people. The sampling method is simple random. Data were collected and classified by SPSS V. 21 and LISREL 8.8 software. The results of this study showed that speed, accuracy, reliability and ease of use of information technology have a significant effect on the monitoring and evaluation of services and facilities (p <0.001). Using foreign joint venture is one of the best ways to get technology units to market. In this regard, this study has been conducted with the aim of investigating the factors affecting the success of foreign joint ventures with the method of combined research in technology units located in science and technology parks of Tehran province. The statistical population of 225 technology units located in the parks of Tehran province and the time zone of the research is the fall of 1398. In the qualitative part of the research, a conceptual model of the research was developed by reviewing the background and interviewing 11 experts who were selected judiciously using the snowball technique. Then, in the quantitative part, a researcher-made questionnaire was randomly distributed in the statistical population of the research (technology units located in science and technology parks of Tehran province). 147 completed questionnaires were analyzed using structural equation modeling with SmartPLS software. the components affecting the success of foreign joint ventures were identified as the importance of environmental, cultural-behavioral and structural-organizational factors, respectively. In addition, the following components: increasing political stability, increasing the executive guarantee of intellectual property, increasing human resource empowerment, fairer legal structure of partnership, commitment and mutual trust between partners, reputation and previous experience of the trading partner are the most important factors influencing joint venture success. They are foreign from the point of view of technology units. The findings of this study provide scientific and theoretical implications and suggestions for the success of foreign investment in technology units located in science and technology parks.         The aim of this study was to evaluate the role of facilities of incubators in growth of new technology based firms (NTBF's). Statistical population is the NTBF's located on incubators and technology parks in Mashhad city. Data collecting tools is questionnaire made by the researcher. For data analysis, correlation and stepwise regression were used. The results showed that an increase in facilities of incubators, NTBF's will be more growth oriented. There is a significant and positive correlation between the facilities of incubators and growth of NTBF's (r=.871). As well as, all components of incubators (establishment in the center, advice provided, benefits of being in the center and services and facilities of the existing infrastructure) with the growth of new technology-based firms (growth in sales, employment and profitability) have a significant positive relationship. The results of stepwise regression analysis show that components of establishment, advice provided, benefits of being in the center and the services and facilities of the existing infrastructure in the incubators, together jointly explained 0.914 of the variance of performance Manuscript profile

        The Covid-19 pandemic has affected various aspects of human life and changed many systems and practices of the past. Since the beginning of the pandemic, technology is among the fields that have received serious public attention. It's expected that technology has a significant impact on overcoming the Covid-19 crisis and resolving the challenges posed by it. However, the effects of Covid-19 on technology and technological innovation systems have received less attention. Using the futures wheel method, this research identifies and visualizes the direct and indirect consequences of Covid-19 on technology. The input of the focus group discussions for the design of the futures wheel is derived from the qualitative content analysis of existing studies and reports on the effects of Covid-19 on technology. After the first version was designed by the focus group, the results were presented to fifteen experts with different specialties to modify the wheel in addition to confirm the validity of the research. Comments were reached consensus in two rounds of interviews and the final version of the wheel was drawn. The research findings represent the pattern of Covid-19 effects on technology under four main consequences: recession and economic problems; the need for fast, efficient, and effective solutions to deal with the crisis; lockdown policies; and the environmental impact of Covid-19. The most important policy proposals to deal with the identified consequences are: supporting the development of crisis-related technologies; supporting the continuation of companies' activities; supporting innovation competitions; removing obstacles to the export of technological products; Expediting patenting and licensing processes; Applying demand-side innovation policy tools; Investigating the risks of emerging technologies; regulation of emerging technologies; Designing a dynamic business atlas; and removing restrictions on access to materials and equipment needed for research and development Manuscript profile

        Nowadays, various knowledge-based companies (KBCs) have been formed in science and technology incubators to commercialize ideas in Iran. If these companies fail to achieve the desired growth, their losses for incubators and the country will be doubled. The purpose of the study was to develop a model for the growth of KBCs to determine the indicators of entry into incubators, growth stages of under studied KBCs and also to determine the features of each growth stage. The incubators of IROST and the Science and Technology Park (STP) of Guilan Province were selected as the case of study and a mixed research method was adopted. Data were collected through two instruments including interview and questionnaire. In the qualitative phase, 43 interviews and in the quantitative phase, 75 questionnaires were applied. Data analysis in qualitative and quantitative phases was performed using MAXQDA10 and SPSS25 software, respectively. The results showed that the indicators of entry into incubators were divided into three levels: individual, company and Incubator, so that the indicators of company level and incubator were the most and the least important, respectively. Based on the findings of the growth stages of KBCs, there are 4 stages including "center of prosperity and creativity", "pre-growth or initial growth or research core or technology core", "medium growth or growth or technology unit" and "post-growth or high growth or tenant unit" were identified.         The present study investigates the role of factors affecting the success of technological cooperation between academic and industrial reproductive companies in the field of information and communication technology with the mediating role of intermediary institutions. The present study is applied in terms of purpose and quantitative in terms of type. Among parks and growth centers, 13 parks and growth centers were selected as a statistical sample; In addition, in each of the selected samples, the CEO or a knowledgeable person was selected as the respondent. Therefore, 341 questionnaires were distributed and 317 usable questionnaires were collected. After confirming the validity and reliability of the research, the data were analyzed by SPSS and LISREL software. The results indicate that factors related to industry and academia have a positive and significant effect on the success of technological cooperation. The mediating role of intermediary institutions on the success of technological cooperation was also acknowledged. Successful transition requires providing opportunities for citizens to participate, which is expressed with the concept of financial citizenship. The present study aims to achieve a clear understanding of the citizenship dimension in the transition to fintech. Therefore, based on the interpretive paradigm and qualitative research method, and with the inductive approach and the use Grounded theory, it has analyzed financial citizenship and promoted social capital in the Fintech transition. In this regard, with Purposive sampling and Sampling snowballs, have been interviewed with 15 experts in the field of fintech. The findings show that factors such as technological pressure at the international level and the weakness of the traditional financial system have stimulated the transition to fintech, but citizens' distrust has led to Lack of acceptance of fintech. Innovative and entrepreneurial university is one of the main scenarios for effective participation of higher education in the development process. Amirkabir University of Technology is one of the entrepreneurial universities based on the historical background of its establishment and activity, the efforts of the leaders and the academic community and the expectations of the stakeholders, which can be innovative and entrepreneur by interacting and influencing the target industry and society. In this article , based on the "Guiding Framework of Innovative and Entrepreneurial University", the joint product of EC and OECD, the level of innovation and entrepreneurship of the university and the fulfillment of the criteria of innovative and entrepreneurial university evaluated by case study method. According to the study, despite efforts and initiatives of the leaders and managers, its level of innovation and entrepreneurship is below and there is a significant gap between the current situation and the expectations. With its special mission to move towards innovation and entrepreneurship, this university should be in seven areas including governance, financial capacities, teaching-learning function, mechanisms to support entrepreneurs, knowledge exchange and synergistic cooperation with industrial communities, international scientific mobility, more use from the capabilities of digital transformation in scientific and organizational dimensions, act simultaneously and balanced.
